JCF obtained his undergraduate degree at the University of Brussels in 1959. In the course of his graduate training, which also took place at the University of Brussels, he became interested in mathematical psychology, and also in applied (industrial) psychology. He received his Ph.D. in 1965. The topic of his dissertation concerned the construction and the application of stochastic models for reaction times.

Between 1966 and 1969, JCF held a number of post doctoral positions and visiting appointments at various universities in the US (University of Pennsylvania, University of Wisconsin and University of Michigan). During that period, his scientific interests grew larger, and he started investigating some theoretical problems in psychophysics and measurement theory. He went back to Europe in 1969 and taught at the Universities of Brussels and Paris for a couple of years. In 1971, JCF returned to the US as a Professor of Psychology at New York University. In 1978, he solved a long standing theoretical problem raised by the economists Block and Marschak in 1960, concerning the representation of choice probabilities by random utilities. He remained at NYU until 1989, when he joined the Department of Cognitive Sciences and the Institute of Mathematical Behavioral Sciences at the University of California at Irvine. Some of his work in the last decade has been concentrated on the Theory of Knowledge Spaces, which he developed in collaboration with Jean-Paul Doignon, from the University of Brussels. He is the author or co-author of about a hundred journal articles (dealing mostly with choice theory, measurement theory, psychophysics, and knowledge space theory) and of three books: Elements of Psychophysical Theory, (Oxford University Press, 1985), Knowledge Spaces (with Jean-Paul Doignon, Springer, 1999), and Lectures in Elementary Probability (McGraw-Hill, 2001). JCF is also a co-editor of two volumes.

Until recently, JCF was the the scientific director and the PI of a large scale project funded by NSF and focused on the construction of an expert computer system for the assessment of mathematical knowledge from K-12. The arithmetic, elementary algebra, and pre-calculus parts of this system are on the web and are used in several hundred colleges and school districts in the country. Another ongoing research project, also funded by NSF, concerns the development of stochastic models describing the emergence and the evolution of cognitive states, under the influence of tokens of information provided by the environment. Such models would have application in learning, decision making, and the analysis of opinion polls.

He is the recipient of Fulbright and Guggenheim Fellowships, and of a von Humboldt Award. In 1987-88, he was a Fellow at the Center for Advanced Study in the Behavioral Sciences, and in 1988-89, President of the Society for Mathematical Psychology. In 1993, he was `Recognized as a Friend of NSERC' by the Natural Sciences and Engineering Research Council of Canada and Professor Janos Aczel, and in 1994, he was elected as a member of the New York Academy of Sciences. JCF is a member of the editorial board of the Journal of Mathematical Psychology, of Mathematique, Informatique et Sciences Humaines, and of Mathematical Social Sciences. He is also a fellow of the Society of Experimental Psychology. JCF founded the European Mathematical Psychology Group, and organized the first meeting of the group at the University of Paris in August 1971. The group has met every year since that time. A typical meeting gathers 80-100 researchers from all over the world.
